Quality Assurance Specialist & Data Analyst

Position Summary: The Quality Assurance Specialist & Data Analyst plays a critical role in ensuring the accuracy, integrity, and quality of data collected and reported by Carpenter’s Shelter. Under the supervisor of the Deputy Director, the Quality Assurance Specialist & Data Analyst is responsible for monitoring and compiling the data for each of the agency’s programs, including rapid rehousing, both year-round emergency shelters, permanent supportive housing, day shelter, winter shelter, medical clinic, educational scholarship, and mental health services.

Carpenter’s Shelter is open to filling the position via a contractual arrangement, such as an independent contractor or consultant, in addition to traditional employment. The decision regarding the employment structure will be made based on the qualifications and preferences of the selected candidate and the needs of the organization. About the Organization:
Since 1988, Carpenter’s Shelter has met the immediate needs of people experiencing homelessness in the City of Alexandria. Through the operation of emergency shelter, day shelter, and winter shelter as well as rapid rehousing and permanent supportive housing programs, Carpenter’s Shelter identifies housing solutions and supports sustainable independence for more than 700 individuals and families each year.

Specific Responsibilities:
• Using the Homeless Management Information System (HMIS) and other data collection systems, compile outcomes for the programs Carpenter’s Shelter operates, including rapid rehousing, year-round emergency shelters, permanent supportive housing, day shelter, winter shelter, medical clinic, educational scholarship, and mental health services.
• Support the tracking of rapid rehousing rental assistance data and collaborate with finance staff monthly to reconcile.
• Collaborate with the Grants Manager to ensure grant and contract report data is collected and prepared for submission.
• Prepare monthly, quarterly, and annual reports for program leadership on program outcomes disaggregated by demographics to include simple charts and visuals for easy comprehension.
• Regularly monitor and oversee data collection processes for all of Carpenter’s Shelter programs, ensuring accuracy and completeness.
• Implement and maintain quality assurance measures to guarantee the accuracy and integrity of all collected data.
• Conduct regular audits and checks on data entries to identify and collaborate with program leadership to rectify any discrepancies or errors.
• Identify opportunities for process improvement in data collection, analysis, and reporting; propose and implement enhancements to existing systems to streamline data-related workflows.
• Implement measures to safeguard the confidentiality and security of collected data; stay informed of best practices in data security and privacy to mitigate risks effectively.
• Ensure that data collection and reporting processes adhere to relevant regulatory standards, organizational policies, and program requirements.
• Maintain comprehensive documentation of data collection and reporting processes, ensuring transparency and accountability.
• Create and update manuals or guidelines for data-related procedures.
• Adhere to the Carpenter’s Shelter Code of Ethics and SEED Values
• Perform other duties as assigned

• Bachelor’s degree in computer science, statistics, information systems, or business analytics or equivalent experience
• At least 1 year of data analysis experience
• Strong time management, attention to detail, and analytical organizational skills; reliable and self-motivated
• Capable of work independently and as part of a team
• Proficient skill level in Microsoft Suites (Word, Excel, Power Point, Teams, SharePoint)
• Ability to develop strong working relationships with diverse groups of people
• Valid driver’s license and ability to pass a background check

• Knowledge of data visualization tools like Tableau or PowerBI
• Experience with Homeless Management Information System (HMIS)
• Interest in homeless services, lived experience or direct personal connection to homelessness

Salary: $20-$25 per hour plus PTO
